Framework
The Youth General Assembly (YGA) operates through a comprehensive framework that ensures effective coordination of its forums, projects, and leadership programs. This framework aligns with YGA’s mission to empower youth, foster leadership, promote social responsibility, and encourage civic engagement. A core part of YGA’s vision is to draft and monitor a comprehensive Youth Policy, ensuring that it evolves in line with the changing needs and circumstances of young people. By doing so, YGA seeks to bridge the gap between youth and legislators, ensuring that youth voices are central to policymaking.
In addition to this policy work, YGA is committed to contributing to Pakistan’s overall development, with the long-term goal of enhancing the country’s ranking in the Commonwealth Youth Development Index (CYDI).
Purpose of the Framework
The purpose of the YGA Framework is to provide a structured and strategic roadmap for fulfilling YGA’s vision of youth empowerment, leadership development, and social responsibility. By focusing on key areas such as education, political participation, employment, health and well-being, and equality, the framework supports the holistic development of youth.
One of YGA’s foundational objectives is to bridge the gap between legislators and youth, ensuring that young people have a direct role in shaping policies that affect them. To this end, YGA is committed to drafting, implementing, and regularly reviewing a Youth Policy that adapts to evolving societal needs.
This framework also aims to contribute to Pakistan’s performance in the Commonwealth Youth Development Index (CYDI) by addressing the six key areas: Education, Health and Well-being, Employment and Opportunity, Political Participation, Civic Participation, and Equality and Inclusion.
Youth Policy Development and Monitoring
At the heart of YGA’s framework is the development of a Youth Policy that will serve as a blueprint for youth development across various sectors. The policy will be regularly reviewed and updated to reflect changing societal circumstances, ensuring it remains relevant and impactful. YGA will:
- Collaborate with legislators to ensure youth perspectives are reflected in national and local policies.
- Establish a Youth Policy Monitoring Body to continuously assess the policy’s effectiveness and suggest reforms based on current youth needs and challenges.
- Host public consultations and youth forums to gather input directly from young people, ensuring that the policy reflects the diverse voices of Pakistan’s youth.
- Through this proactive approach, YGA ensures that youth policy remains a living document that evolves alongside the aspirations and challenges of young people.
Strategic Goals
The YGA Framework supports the organization’s long-term goals, which align with enhancing Pakistan’s youth development and its ranking in the Commonwealth Youth Development Index (CYDI). Over the next 5 to 10 years, YGA aims to:
- Increase youth participation in governance and decision-making.
- Facilitate internships and job placements for young professionals.
- Develop youth leaders with skills in policymaking, business leadership, and social advocacy.
- Publish research and policy papers on critical societal challenges, contributing to national and global discussions.
- Enhance equality and inclusion for marginalized youth, ensuring their full participation in all YGA initiatives.
- Promote health and well-being through mental health initiatives and preventive healthcare programs.
Core Components of the YGA Framework
The YGA Framework is built around core pillars that align with both YGA’s mission and the six focus areas of the Commonwealth Youth Development Index (CYDI). These pillars include Education, Health and Well-being, Employment and Opportunity, Political Participation, Civic Participation, and Equality and Inclusion.
Research, Innovation, and Development
At the core of YGA’s strategy is a commitment to research, innovation, and development, ensuring that young people lead the way in addressing contemporary challenges through evidence-based approaches and creative solutions. This focus helps build Pakistan’s capacity in Education and Employment and Opportunity—two key components of the CYDI.
- Legal Forum: Focuses on legal research related to human rights, justice reform, and policy development. Papers and studies from this forum influence national and international legal discussions.
- Business Forum: Publishes research on entrepreneurship, economic trends, and sustainable business practices, providing young entrepreneurs with data-driven insights to build their ventures.
- Media Forum: Examines media ethics, digital journalism, and the impact of social media on society, shaping the discourse on responsible media practices.
- Tech Forum: Explores emerging technologies such as AI, blockchain, and cybersecurity, fostering innovation among young tech enthusiasts.
- Climate Forum: Engages in climate research, advocating for green policies and sustainability practices through policy papers and environmental studies.
- ADR Forum: Contributes to research on alternative dispute resolution (ADR), developing best practices for mediation, arbitration, and conflict resolution.
Political Participation
YGA emphasizes Political Participation as a critical component of youth empowerment. This aligns with the CYDI’s goal of increasing youth involvement in governance and decision-making.
Key Strategies:
- Launch the Parliamentary sessions, allowing youth to engage in legislative debate and governance.
- Ensure youth representation in policymaking bodies and working groups, where they can advocate for issues affecting their generation.
- Host youth dialogues with government officials, creating opportunities for young people to influence policies directly.
This focus on political participation ensures that YGA members are well-prepared to engage in the democratic processes, contributing to Pakistan’s growth in this area.
Civic Participation
Civic participation is at the core of YGA’s mission and a crucial component of the CYDI. YGA fosters youth involvement in community service, advocacy, and social development initiatives.
Key Strategies:
- Promote Civic Education Campaigns, teaching youth about their civic duties and the importance of democratic participation.
- Support youth-led advocacy campaigns on critical social issues, such as environmental protection, women’s rights, and democratic participation.
- Organize community service initiatives that engage youth in addressing local challenges, such as healthcare, education, and poverty.
Law and Justice
The Law and Justice framework focuses on making the legal system accessible and fair for youth, particularly those from marginalized communities.
Key Strategies:
- Develop legal aid clinics that offer free legal services to young people in need, including juvenile offenders and victims of abuse.
- Partner with judicial bodies and NGOs to create youth-friendly justice services, ensuring that legal processes are designed with young people in mind.
- Offer workshops on legal literacy, empowering youth to understand and advocate for their rights within the justice system.
This focus ensures that YGA members are equipped to lead legal reform efforts and contribute to a more just and equitable society.
Employment and Skills Development
YGA’s Skills Development framework is dedicated to providing young people with the technical, digital, and leadership skills they need to succeed in a rapidly evolving job market. This pillar directly addresses the Employment and Opportunity component of the CYDI.
Key Strategies:
- Launch technical skills training programs focused on fields such as digital marketing, coding, AI, and project management.
- Facilitate internships, apprenticeships, and job placements with both public and private sector organizations.
- Create platforms for youth to engage in non-formal education, particularly for rural youth, providing training in agribusiness, livestock management, and sustainable farming.
By focusing on practical skills development, YGA ensures that its members are well-equipped to lead and innovate in their respective fields, contributing to Pakistan’s CYDI performance in employment.
Health and Well-being
YGA’s emphasis on Health and Well-being aligns with the CYDI’s goal of improving youth health outcomes.
Key Strategies:
- Launch Mental Health Awareness Campaigns and provide support through peer networks to address youth mental health challenges.
- Organize health camps and public health initiatives that focus on preventive healthcare, nutrition, and access to health services.
- Partner with healthcare professionals and NGOs to deliver workshops and training on youth health issues, including mental health first aid and substance abuse prevention.
By prioritizing youth health and well-being, YGA contributes to a healthier and more productive youth population in Pakistan.
Equality and Inclusion
YGA’s Equality and Inclusion framework ensures that marginalized groups, such as women, ethnic minorities, and differently-abled youth, have equal access to opportunities. This pillar aligns directly with the CYDI’s focus on promoting inclusivity and equal access for all youth.
Key Strategies:
- Launch initiatives like Female Youth in Tech, aimed at closing the gender gap in STEM fields and promoting young women’s participation in technology.
- Ensure that all YGA forums and projects are inclusive and accessible, with a focus on creating opportunities for disadvantaged youth.
- Partner with NGOs and community organizations to provide tailored leadership programs for underrepresented youth.
Through these efforts, YGA helps create a more inclusive society and improves Pakistan’s ranking in Equality and Inclusion.
Volunteerism and Tolerance
The Volunteerism and Tolerance components of the YGA Framework are critical to fostering a culture of social responsibility and inclusivity. YGA emphasizes volunteerism as a way for youth to give back to their communities and promotes tolerance as a core value in all its forums and projects.
Key Strategies for Volunteerism:
- Mobilize youth to participate in large-scale volunteer projects focused on education, healthcare, and environmental sustainability.
